我国现有独立核算的国营大中型工业企业1万多家,占全国工业企业总数的2.5％,而它们所创造的工业产值则占全国工业总产值的45.6％,上交国家的利税占60％以上。搞好国营企业特别是国营大中型企业,对于发展生产力,增强我国的综合国力,是有举足轻重的作用的。但是,长期以来,由于实行高度集中的计划经济体制,政企不分,负担过重,不少企业活力不足,
China’s existing independent accounting of state-owned large and medium-sized industrial enterprises in more than 10,000, accounting for 2.5% of the total number of industrial enterprises, and they create industrial output accounted for 45.6% of the country’s industrial output value, profits and taxes paid to the country accounted for 60% the above. Doing a good job of state-owned enterprises, especially state-owned large and medium-sized enterprises, plays a decisive role in developing productive forces and enhancing China’s comprehensive national strength. However, for a long time, due to the highly centralized planned economic system, there is no division between government and enterprises, overburdening enterprises and many enterprises are not viable.
