随着改革的深化以及医疗竞争的加剧,患者对医护人员的技术能力、服务质量、综合素质都有了更高的要求。政府为了缓解医患的紧张关系,解决看病难的问题,大力鼓励民营、外商独资资本对医疗行业的投入。在这样的社会背景下,公立医院从基础的绩效管理抓起,正确地处理好患者、医护、医院三者的利益,以及社会责任和社会效益的关系,以此提升公立医院在改革竞争中的实力。
With the deepening of reform and intensified medical competition, patients have higher requirements on the technical capabilities, service quality and overall quality of medical staff. In order to ease the tensions between doctors and patients and solve the difficult problem of seeing a doctor, the government vigorously encourages investment by the private and foreign wholly-owned capitals in the medical industry. Under such a social background, public hospitals start from the foundation of performance management and correctly handle the interests of patients, health care and hospitals as well as the relationship between social responsibility and social benefits, so as to enhance public hospitals in the reform and competition strength.
