水稻为淮河下游主要秋季作物,在排水工程規划設計中,首先碰到了水稻田的排水設計流量計算問題,过去实测流量太少,加上水稻田的出水量与降雨量的关系与旱地不同,因此水稻田之出水量很难自实測流量資料中分析而得,也不能机械地借用附近旱地降雨与徑流关系及其計算流量的方法。苏联水稻田泄水網的任务(見考斯加可夫土壤改良原理第二篇第五章四節)主要有二:
