1936年10月下旬，红军第三十军、第九军、第五军、骑兵师、特务团、教导团、妇女团加上红四方面军总部机关共21000余人，先后在甘肃靖远地区西渡黄河，于11月上旬组成西路军，总指挥徐向前，政治委员陈昌浩。为便于统一领导，领导机关为军政委员会，主席陈昌浩，副主席徐向前。
