购地建房:“购地建房”主要指城镇非农业户口居民或农村居民通过与村或组签订用地协议,支付议定的用地费用后,使用农村集体组织土地修建房屋的行为。由于在不同时期、不同政策法规背景下,非农业户口居民和农业户口居民“购地建房”行为的合法性存在差异,所以在本文中笔者以成都市武侯区为例,以历史时限为基准,从法律、行政法规、规章等角度对非农业户口居民和农业户口居民“购地建房”行为的合法性进行分类剖析。
