2011年3月17日,联合国安理会通过决议,决定在利比亚设立禁飞区,并要求有关国家采取一切必要措施保护利比亚平民和平民居住区免受武装袭击的威胁。目前主要的禁飞区有伊拉克禁飞区、波黑禁飞区,利比亚禁飞区是第三个。禁飞区又称禁航区,指的是某一地的上空,禁止任何未经特别申请许可的航空器(包括飞机、直升机、热气球等)飞入或飞越的空域。划定禁航区,大部份是基于国防的理由,例如重要军事基地、重要政府机构、重要建筑(如核电厂、水坝)上空等。另外也有基于飞行安全的理由,例如摩天大楼、火山活动区上
On March 17, 2011, the UN Security Council passed a resolution deciding to establish a no-fly zone in Libya and demanded that the countries concerned take all necessary measures to protect Libyan civilians and civilian settlements from the threat of armed attacks. At present, the main no-fly zones include the Iraqi no-fly zone, the no-fly zone in Bosnia and Herzegovina and the no-fly zone in Libya. The no-fly zone, also known as a no-fly zone, refers to the sky above a certain place and prohibits any airspace (including airplanes, helicopters, hot air balloons, etc.) that fly into or fly over without special permission. Forbidden navigation area, mostly based on national defense reasons, such as important military bases, important government agencies, important buildings (such as nuclear power plants, dams) and so on. There are also other reasons for flight safety, such as skyscrapers, volcanic activity areas
