随着“服务型政府”的提出和发展,绩效评估已经成为政府创新的不竭动力,是促进政府公共服务水平提高的重要手段。然而政府在绩效评估存在的主体单一问题,制约了绩效评估作用的发挥,使得构建政府绩效评估多元主体体系成为必须。因此,本文从中国现实国情出发,在分析政府单一主体绩效评估的不足的基础上,从政府绩效评估的内生需求角度,提出权力主体、技术主体和信息主体三位一体的多元体系对改进中政府绩效评估实效和改善政府工作的实践逻辑。
With the introduction and development of “service-oriented government”, performance evaluation has become an inexhaustible motive force for government innovation and an important means to promote the improvement of government public service. However, the government’s single problem in the performance appraisal has restricted the exertion of the performance appraisal, making the construction of the multiple subject system of government performance appraisal a must. Therefore, based on the actual situation in China, this paper analyzes the shortcomings of the performance evaluation of a single government subject, from the perspective of the endogenous demand of government performance evaluation, puts forward that the multi-party system consisting of the power main body, technical main body and information main body improves the government performance Evaluate the effectiveness and improve the government’s practical logic.
