公共租赁住房制度是一个非常有建设性的保障制度,为中低收入阶层的人群提供了制度性保障,最重要的是加快形成了一套以廉租住房、经济适用住房、公共租赁住房为一体的保障性住房制度。但是由于此制度刚提出不久,在制度设计方面还存有不少缺陷,需要大力完善。笔者结合实践情况,提出了建议和对策,以期使公共租赁住房制度更加完善,能够更有力度地维护中低收入家庭的基本住房权益。一、健全法律法规当前,为了应对日益上涨的房价问题,保障全体人民住有所居,国家在逐步地努力完善住房保障体系,先后形成了
