过去,机关干部的录用,从录用条件、程序、方法上大都是按照当时计划经济的要求运作的。推行国家公务员制度初期,一些地方在公务员队伍“进口”管理上,仍然自觉不自觉地按老习惯沿袭过去的办法,因而不适应市场经济的要求,在一定程度上违背了推行公务员制度的初衷。一年多来,为了适应市场经济的新体制的需要,岳阳市人事局摆脱旧的思维和管理方式,在公务员队伍“进日”管理上实行“三个转换”,收到了较好的效果。
In the past, the hiring of organs and cadres, from the recruitment conditions, procedures, methods are mostly in accordance with the requirements of the then planned economy. In the early stage of the implementation of the national civil service system, some places still consciously or unconsciously followed the old practice of “importing” their civil servants and therefore did not meet the requirements of a market economy, to a certain extent, violated the original intention of implementing the civil service system. In the past year or so, in order to meet the needs of the new system of market economy, Yueyang Personnel Bureau has got rid of the old ways of thinking and management and implemented “three transformations” in the management of the “civil servants in Japan”, which received good results.
