4月20日至23日,美洲34国首脑聚会加拿大魁北克,举行美洲国家第三次首脑会议。会议通过《魁北克城宣言》和一项行动计划,确定到2005年12月建成世界最大的自由贸易区——美洲自由贸易区。美洲自由贸易区将把34个国家连为一体,形成从阿拉斯加到阿根廷的八亿人的市场。美国于1994年在迈阿密举行的首届美洲国家首脑会议上提出建立美洲自由贸易区的设想。经过八年的谈判,美洲各国取得不少共识。由于北美与拉美国家经济发展方面存在巨大差距,它们之间在农产品补贴、高额关税和劳工待遇等方面分歧仍大,作为世界上贫富差距最大的地区,美洲要最终建成美洲自由贸易区仍然任重而道远。
From April 20 to April 23, the leaders of 34 countries in the Americas gather at Quebec, Canada, to hold the third summit of the Americas. The conference adopted the Québec City Declaration and an action plan to establish the free trade zone of the Americas, the largest free trade area in the world, to be completed by December 2005. The Free Trade Area of the Americas will connect 34 countries to create a market of 800 million people from Alaska to Argentina. At the first Summit of the Americas held in Miami in 1994, the United States put forward the idea of establishing an area of free trade in the Americas. After eight years of negotiations, many countries in the Americas have gained much consensus. As there is a huge gap in the economic development between North and Latin American countries, they still differ greatly from each other in terms of agricultural subsidies, high tariffs and labor treatment. As the world with the widest gap between the rich and the poor, the Americas will eventually be built into the free trade area of the Americas Long way to go.
