In recent years, the Ministry of Transport of the Soviet Union has added three additional institutions of higher learning. There are currently 15 institutions of higher learning and 86 secondary technical schools. Each year, 14,000 engineers and 45,000 technicians are trained in various forms. Invest 100 million rubles annually to train professionals in the Ministry of Transportation. In the Ninth Five-Year Plan and from 1976 to 1978, 144,000 professionals graduating from colleges and technical secondary schools were delivered to the railway.
