成本压力加大是当前和今后烟草企业生产经营中的一个突出问题,对于烟草企业能否持续保持税利稳定增长是很大的考验。而成本管控是一项复杂的系统工程,涉及技术、资金、人员等多个因素,需要对整个科研生产、经营管理流程进行优化调整和改良创新。这就需要充分借鉴系统工程管理的理念和方法,从目标引领、源头管控、过程控制、课题带动、责任落实等方面,统筹策划、系统部署、稳步实施。
