LNG作为一种清洁、高效的能源正在成为全球能源市场的新热点。2004年以来由于国际能源价格高企造成原材料成本、劳动力成本和承包商费用上涨,导致新建LNG液化项目投资和成本较之前上涨了3-4倍。综合考虑经济发展对材料成本的影响,以及众多新建项目完工后对承包商和劳动力的需求减少,预计2011/2012年后液化项目的成本可能会有所降低,但下降的空间不大。成本上涨降低了液化项目经济性,为获得与之前相当的投资收益,LNG销售价格大幅上涨并将在未来一段时间内保持高位水平。在高价位市场的趋动下,拥有低成本项目的传统LNG供应商纷纷要求重新谈判合同价格。同时液化成本上涨使在建和新建项目进展受阻。在建液化项目延迟投产进一步加剧了短期供应紧张。
LNG as a clean and efficient energy is becoming a new hot spot in the global energy market. The rising costs of raw materials, labor costs and contractors due to the high international energy prices since 2004 have led to a 3-4 times increase in investment and costs for newly constructed LNG liquefaction projects. Considering the impact of economic development on the cost of materials and the reduction in demand for contractors and labor forces after the completion of many new projects, the cost of liquefaction projects is expected to decline somewhat after 2011/2012 but there is not much room for decline. Rising costs have reduced the economy of liquefaction projects and LNG sales have risen sharply and will remain high for some time to get the same return on investment as before. Under the high-priced market, traditional LNG suppliers with low-cost projects have asked for renegotiation of contract prices. In the meantime, rising liquefaction costs have hindered progress in construction and new projects. The delay in commissioning of liquefaction projects under construction further exacerbated short-term supply shortages.
