指挥与领导,是既有区别又有联系的两种管理方式。在警务工作中能否用领导的套路代替指挥,要不要强调指挥是一种特殊的警务管理方式,领导与指挥究竟有什么不同,弄清这些问题,对实现那些必须采用指挥方式才能完成的警务工作任务,避免警务实践中出现无序和混乱,都有十分重要的意义。改革开放以前很长的一段历史时期内,相对静态的警务工作对“指挥”的需求并不十分突出,客观上造成了警务指挥理论发育不全和一些警官指挥经验不足的现实。当前,各种事件和案件发生的时空、规模和态势都充满了多种变数,在处置各种事件的警务指挥行动中,我们必须适应高度动态化的、网状关联的治安形势的特点,尽快走出单纯“领导思维定势”的误区, 开创警务指挥工作的新局面。
