改革现行军粮供应体制与办法,实行市场化供应是适应市场经济发展的客观要求,是实现“保障有力”和落实军队“吃皇粮”指示精神的需要。由于军粮供应受粮食供求状况、粮食市场及流通体系建设情况、中央财政承受能力等因素的影响和制约,改革难度大。因此,要本着循序渐进、平战结合和遵循价值规律的原则组织实施,确保军粮按市场化供应模式平稳运行。
To reform the present system and method of supplying military rations and to implement market-oriented supply is an objective requirement for the development of a market economy and is the need to realize the “guarantee of security” and the implementation of the directives of the “eats of imperial grain” by the military. Since the supply of military food is affected and constrained by the conditions of food supply and demand, the construction of the grain market and the circulation system and the affordability of the central finance, the reform is difficult.
