集团化办学是采用以强带弱或优势互补的方式,推进教育资源优质配置、均衡发展的一种办学模式,是一种多层次大规模的组织形态,其构建以契约为纽带。现阶段随着国家对义务教育重视程度的增大和财政支持力度的加大,我国义务教育均衡化发展不仅指向学校硬件设备的均衡化,更指向对学校管理方式、办学理念、教师科研水平、师资队伍建设等软实力的改善。而集团化办学可以通过文化共生、资源共享以及教研共建等,从结构上来解决义务教育均衡发展问题。
在云南,从鼠疫、血吸虫病到艾滋病、结核病等重大传染病疫情防治中,都留下了云南省传染病医院院长董兴齐的身影。35年来,董兴齐为提高云南省传染病、地方病防治水平,保障边疆地区人民群众身体健康作出了突出贡献。他先后荣获全国医药卫生系统先进个人、云南省首批“云岭名医”、云南省优秀共产党员等数项称号。2020年,他又荣获全国先进工作者称号。
随着我国高校内涵式的发展,高校不断对自身基础建设和办学环境进行改善,资金需求增大和财政投入不足的矛盾更加凸显出来。高校专项债券作为一种新的融资手段,于2018年首次成功发行,至今已有3年时间,对高校筹资渠道的拓展有着重大意义。文章以江苏省高校专项债券为例,研究了高校专项债的发行现状,对存在的问题进行了探讨,并提出相关建议,以期能为高校专项债可持续发展提供参考。
