俗话说:“一山难容二虎。”在辽宁,一直就有两城两港之争。尤其是在辽宁沿海经济带上升为国家战略之后。东北振兴靠辽宁,辽宁振兴靠谁?是沈阳还是大连?一个是省会城市,占据天时地利,一个是在国内外具有极高知名度的国际性城市,一场看不见的硝烟一直弥漫在这两个城市之间。同样,辽宁的两大港口——大连港与营口港也一直在互相较劲。一个是拥有百年历史的老港,一个是新崛起的后起之秀,尤其是去年辽宁省政府宣布由大连港整合辽宁省6个港口中的4个时,唯独将营口港除外,这为两港之争留下了充分的想象空间。
