轨道交通作为准经营性公共产品,公益性强、收费低、外部效应明显,但是单靠项目自身的经营收入难以负担建设及运营成本,需要政府提供政策支持或者财政补贴。着重研究了在我国现有的经济、法律环境下,BT、PPP、BOT模式各自的优势和存在的问题,并探讨了解决问题的方案,最后甄选出适宜的投资模式。
Rail transit as a quasi-business public goods, public welfare, low fees, the external effect is obvious, but alone the project’s own operating income is difficult to afford the construction and operation costs, need the government to provide policy support or financial subsidies. The author mainly studies the respective advantages and existing problems of BT, PPP and BOT modes under the current economic and legal environment in our country, discusses the solutions to the problems and finally chooses the suitable investment mode.
