华电集团公司在华电莱州一期(2×100万千瓦级)建设管理中,结合莱州电厂施工准备实际,深入研究国内其他工程建设管理模式,吸取经验及教训,提出了“创优策划为中心、安全文明策划为基础、质量工艺策划为根本、管理创新策划为手段、进度造价控制策划为保证”的“四位一体”工程施工管理体系。在施工准备阶段超前开展“创优规划策划,安全文明策划,质量工艺策划,工程造价策划”工程管理四个策划体系研究,形成体系化的策划成果,在工程建设中严格实施。该策划体系的实施,大大提高了管理效率,取得了优异的基建管理成绩。莱州工程管理的成功实践为华电集团后续火电工程建设提供了宝贵经验和理论指导。
