The shrinking of state-owned enterprises’ own technological advancement capabilities and their excessive reliance on the introduction of foreign technology have become two kinds of biases in the current technological advancement of enterprises. This will not only result in the extreme recession of the company’s own technological development potential, but also will cause some companies to fall into the vicious circle of continuously introducing foreign technology. The crux of the shrinking capacity of state-owned enterprises in technological progress is declining in investment in technological progress, and leads to fierce competition.
