本文阐述了柏文蔚１９１２ 年４ 月 １９１３ 年６ 月署理安徽督都期间大刀阔斧地在政权建设、财税制度、教育体制、传统陋习、秕政及鸦片流毒等诸多方面所进行的改革措施；着重分析论述了这些改革措施对近代安徽社会的进步作用和深远影响。
This article elaborates the reform measures carried out by Bai Wenwei in many aspects such as regime building, fiscal and taxation system, education system, traditional bad habits, government administration and opiate drug trafficking in April 1913, June 1913 during the administration of Anhui Province. Discusses the progress and far-reaching influence of these reform measures on modern Anhui society.
