全国政协委员、北京体育大学校长杨桦把提高青少年健康素质提升到国家战略层面虽然近年来为了加强青少年体质健康和运动能力的提高,中央文件特别针对学校体育和中小学生提出了“每天锻炼一小时”的规定,但是从现在实施的情况来讲似乎并不尽如人意。如果像过去“千生一面”地做广播体操,或者让学生自由活动,这样不但花掉了时间,而且学生也不能掌握体育的基本知识,基本技能甚至达不到基本的运动量,目前能够让学生有组织地进行体育锻炼,保质、保量达到一小时锻炼时间的学校还是比较少的。由此可见,对学校体育重视程度不够、保障条件不力、开展效果不好都在一定程度上影响和制约了学生体质健康水平的提高,学校体育本
