论文以经济发展为核心,环境发展为基础,社会发展为目的,科学技术为手段,从社会系统、经济系统、环境系统、科技系统四个子系统出发,构建了18个指标组成的低碳城市发展评价指标体系。利用层次分析法与熵权法相结合的模糊综合评价方法,对北京、天津、上海、重庆四直辖市2008—2013年的低碳发展指标进行处理,得到量化评价结果。研究结果表明:四直辖市低碳城市综合发展指数排名次序为北京、上海、天津、重庆;2008—2013年北京和上海低碳发展水平整体上处于上升的趋势,天津和重庆的低碳发展水平在2011年出现了微小的拐点,2011年以前均为负增长,自此之后呈正增长态势。
The dissertation takes the economic development as the core, the environment development as the foundation, the social development as the goal, and the science and technology as the means. Based on the four subsystems of social system, economic system, environmental system and science and technology system, the paper constructs 18 low carbon city development Evaluation System. Using the method of AHP combined with the entropy method, the low carbon development indexes of Beijing, Tianjin, Shanghai and Chongqing in 2008-2013 are processed and the quantitative evaluation results are obtained.
