作为劳动密集型企业,船舶企业需要更加丰富的劳动力资源。目前,船舶企业普遍面临着员工流失率高、经济趋势不明朗、用工成本上升的情况,进一步加大了船舶企业人力资源管理的困难。因此,如何采取有效措施解决人力资源管理中存在的问题,已经成为当前船舶企业面临的首要问题。本文首先从管理与业务出现错位与断层、管理人员素质有待提高、缺乏系统的人才培养体系、职能划分过于精细等方面,阐述了船舶企业人力资源管理存在的问题。又在此基础上提出了明确管理人员的任职资格、重视部门经理的主体地位、打破人力资源管理的自然壁垒、完善职业激励机制等对策建议。
As a labor-intensive enterprise, shipbuilding enterprises need more abundant labor resources. At present, shipping enterprises generally face the problem of high staff turnover, uncertain economic trends and rising labor costs, which further increases the difficulty of human resources management in shipping enterprises. Therefore, how to take effective measures to solve the problems existing in the human resources management has become the primary problem facing the shipping enterprises at present. Firstly, this paper elaborates the existing problems of human resource management in shipbuilding enterprises from the dislocation and fault of management and business, the need to improve the quality of management personnel, the lack of systematic personnel training system and the fine division of functions. On the basis of this, it puts forward some countermeasures and suggestions such as clarifying the qualifications of managers, attaching importance to the dominant position of department managers, breaking the natural barrier of human resources management and improving the vocational incentive mechanism.
