I. INTRODUCTION Before the advent of the 21st century AD, the total output value of the world’s smart industry is estimated to be more than 250 billion U.S. dollars. If China accounts for 2% to 5% of it, there are about 5 billion to 12.5 billion US dollars. In 1981, the total output value of the world’s smart industry was only 100 million U.S. dollars. In 1985 it rose to 1.1 billion U.S. dollars.
