我国改革开放三十年来,在深刻而复杂的社会转型过程中,我国的利益分配格局发生了巨大的变化,也引发了一些利益的矛盾和冲突。作为社会利益控制和分配者的政府角色也发生了相应的改变,政府及其公务人员的行为也与“公共人”应有的行为存在着一定的偏差。本文从“经济人”假说视角出发,通过政府作为主权国家、政府组织和政府公务人员这三个维度分析政府及其公务人员的行为,为我国政府管理水平的提升提供有益的启示。
In the course of profound and complicated social transformation, the distribution pattern of our country’s interests has undergone tremendous changes in the past 30 years of China’s reform and opening up. It has also triggered conflicts and conflicts in some interests. The role of government as the control and distribution of social interests also changed accordingly. The behavior of the government and its public servants also deviated from the “public” behavior. From the perspective of “economic man ” hypothesis, this paper analyzes the behavior of government and its public servants through the government as the sovereign state, the government organizations and the government public servants in three dimensions, which provide useful enlightenment for the improvement of the government management in our country.
