汪东虹在市场准入谈判小组中负责各部委成员的联络和协调工作,与小组其他成员完成每一次的谈判方案准备工作。内部协调是非常难做的工作,有时候对内比对外谈判还复杂、艰难。中国复关、入世涉及国内许多相关部门,而在谈判之初,许多部门对外界了解甚少,秉持大都是各产业的自身利益,因此,在谈判中涉及到本部门本行业产业利益时,纷争难免。要上前线谈,就必先安内,内部的一致性、协调性是谈判的前提。汪东虹在吴家煌的带领下,出色完成了小组的协调工作。方向性的大问题甚至需要部委乃至副总理亲自出面协调。在入世谈判过程中,汪东虹细致观察并思考了海关地位的演变。对海关在谈判过程乃至入世十年后的成长,他历历在目。无论是关税收入还是海关制度建设,对国际规则的适应、参与制定,中国海关的观念与措施一直在改善与创新中。可能是因为做联络人工作,见多了各种不同意见的交锋,汪东虹在谈到各种问题的时候直抒胸臆,毫不回避。无论是记录历史,还是观察当下,敢于说实话才有真正的价值。汪东虹认为,海关在入世谈判中曾经的地位不可忽视,也不应该被忘记。入世难,入世后的对规则的遵守,参与规则的制定,从跟进到引导的地位转化更难。在入世十年后的国际大背景下观察海关,是汪东虹回顾入世的一个独特视角,跳出海关看海关,是参加入世谈判给他带来的最大改变。
