高校内部治理碎片化及整体性治理路径
摘 要 随着高校内部改革的进一步深入，高校内部治理问题进一步凸显，呈现出治理主体分散 、治理目标断裂、治理结构分化和治理机制裂化等碎片化特征。基于整体性治理与高校内部治理碎片化的逻辑关系，提出了实现多元治理、重塑责权体系、头脑风暴目标、导入现代科技等破解高校内部碎片化的路径与策略。

Fragmentation of Internal Governance and Holistic Governance Path
in Colleges and Universities

Abstract With the deepening of the internal reform of universities， the problems of the internal governance of universities are becoming more and more obvious， which shows the fragmentation of the main body of governance， the target of governance， the structure of governance and the mechanism of governance. Based on the logical relationship between the integral governance and the fragmentation of the internal governance of colleges and universities， this paper puts forward some ways and strategies to solve the fragmentation of the internal governance of colleges and universities， such as the realization of the pluralistic governance， the remolding of the responsibility and power system， the goal of brainstorming， and the introduction of modern science and technology.

幾年来，高校内部治理无论在理论研究还是实践领域都取得了较大成就，但整体上看，有效的治理机制尚未形成，其内部治理还存在如治理主体分散、层级过多、权力交叉、责任裂解、协调困难等一系列问题，呈现明显的碎片化特征，造成大学内部原有的价值目标偏离，无法达到预期的效果。
