《关于改革和发展成人教育的决定》确定了成人教育的重点,指明了成人教育发展方向。在《决定》的指引下,我们哈尔滨电机厂在职工教育工作中积极探索,取得了可喜成果。我们的基本作法是, 搞好一个规划在改革发展的新形势下,如何能培养更多的合格人才,更好地直接有效地为企业服务,对职工教育提出了更高的要求。在厂党委、厂部领导下,发动广大职工、教育工作者集思广益,群策群力,制定了五年规划,提出了“一年打基础,一年上台阶,五年创一流”的奋斗目标。一年打基础的主要内容是:加强领导,调整职工教育委员会,进一步明确各部门职工教育的职责和权利,提高培训质量和经济效益,做到工人培训规范化,干部培训制度化,各项工作管理科学化,为上台阶打下良好基础;三年上台阶的主要内容是:职工思想素质,
