创新型区域是指能在经济发展、演变过程中起到支撑作用的创新系统所处的地理区域。创新型区域是国家创新系统、部门创新系统、区域创新系统在区域层面的相互补充、协调的结果。基于多层次创新系统的视角,我们比较了全球生物技术产业四大创新区域——美国波士顿地区、英国剑桥地区、德国和韩国生物创新区的形成路径和驱动机制。通过比较四个地区创新体系的共性和差异,发现创新型区域的组成单元功能有一定差异,认为创新型区域的形成阶段要靠政府推动;而在成熟阶段,区域创新体系的可持续发展由市场主导。我国目前处在创新型区域的形成阶段,市场在配置创新资源上不成熟,因此,需要政府发挥创新型区域建设的主导作用,为创新型区域的形成提供基础要素、促进要素和可持续发展要素。
Innovative region refers to the geographical area in which innovation system plays a supporting role in economic development and evolution. Innovative regions are the result of complementarity and coordination between the national innovation system, the departmental innovation system and the regional innovation system at the regional level. Based on the multi-level innovation system perspective, we compared the formation pathways and driving mechanisms of the four bio-innovation industry global biotech innovation regions - Boston, USA, Cambridge, UK, Germany and Korea. By comparing the commonalities and differences between the four regional innovation systems, it is found that there are some differences in the functions of the constituent units in the innovative regions. The formation phase of the innovation-oriented regions depends on the government. In the mature stage, the sustainable development of the regional innovation system is determined by the market leading. At present, China is in the stage of forming an innovation-oriented region and the market is immature in allocating innovative resources. Therefore, it is necessary for the government to play a leading role in the construction of an innovative region and provide the basic elements, the promotion of elements and the elements of sustainable development for the formation of an innovative region .
