近年来，我省财政按照省委、省政府的部署，在各级各部门的支持和配合下，进行了一系列改革，取得了一定成效。但是，我省财政仍然面临诸多问题，突出表现在：财政收入增长缺乏后劲，已连续几年低于全国平均增长水平；财政支出管理改革滞后，重收入轻支出，重分配轻管理，导致财政宏观调控能力弱化；县乡财政基础薄弱，债务负担沉重，运行十分困难。深化改革是解决上述问题的唯一出路。为了全面推进我省财政改革，省委、省政府要求各级各部门要统一思想，提高认识，确保我省财政改革的顺利进行。省财政厅厅长周维莲、常务副厅长王宁特就我省财政改革在《四川日报》上发表重要文章，本刊将这两篇文章全文刊载，以飨读者。
In recent years, our province financed a series of reforms with the support and cooperation of various departments at all levels in accordance with the deployment of the provincial party committee and government and achieved some success.
