目的:分析了解海宁市疾病预防控制中心疾控能力建设现状,为进一步提升中心公共卫生服务能力建设开拓新思路提供科学依据。方法:收集《中国疾病预防控制信息系统——疾病预防控制基本信息系统》2009年海宁市疾病预防控制中心疾病预防控制服务能力数据,采用描述流行病学方法对该数据进行分析。结果:海宁市疾病预防控制中心截止2009年底,从事疾病预防控制工作在编人员61人,其中专业技术人员58人,占95.1%;机构人员综合素质平均得分为6.91分;人平均服务面积11.98km2,服务人口(包含流动人口)为14 688人。2009年总经费投入为1 228万元,其中专项工作经费382万元,专项设备购置经费182万元,平均人头经费为11.69万元;人均工作用房达82M2,实验室仪器装备基本设备种类达标率为90%,基本检验检测能力项目达标为90.5%。结论:近年来,海宁市疾病预防控制中心人力资源配置,人员结构有了很大的改善和提高,疾控队伍越来越年轻化,学历层次逐年提高,有职称人员的比例增大,人力综合素质评分较为乐观,机构人员综合素质平均得分达到6.91分。同时政府加大了经费投入力度,并进一步完善疾病预防控制工作经费保障机制,中心的能力建设得到了加强,基本达到了卫生部《省、地、县级疾病预防控制中心实验室建设指导意见》的县市级要求标准。
OBJECTIVE: To analyze and understand the status quo of CDC capacity building in Haining CDC, and to provide a scientific basis for further exploring the new idea of CDC capacity building. Methods: The data of disease prevention and control service capability of Haining Center for Disease Control and Prevention in 2009 were collected from “China Disease Prevention and Control Information System - Basic Information System of Disease Prevention and Control”, and the descriptive epidemiological method was used to analyze the data. The total funding for 2009 was 12.88 million yuan, of which 3.82 million yuan was for special work and 1.82 million yuan for special equipment, with an average headcount of 116.6 thousand yuan. Conclusion: In recent years, Haining Center for Disease Control and Prevention has greatly improved its human resource allocation and staffing structure. The disease control team has been getting younger and younger. The academic level has been increasing year by year. The proportion of staff with titles has increased, and the manpower comprehensive Quality score is more optimistic, the overall quality of personnel scores 6.91 points. At the same time, the government increased funding and further improved the funding guarantee mechanism for disease prevention and control.
