农村合作医疗是由我国农民自己创造的互助共济的医疗保障制度,在保障农民获得基本卫生服务、缓解农民因病致贫和因病返贫方面发挥了重要作用。新型农村合作医疗制度在2003年试点以来已基本覆盖全国农村。随着新农合制度的全面推进,基金规模越来越大,监管任务越来越重,在实际运行过程中遇到了很多问题。为了进一步完善新型农村合作医疗制度,研究在实际工作中遇到的基金管理问题就显得十分必要。本文就山西省阳泉市新型农村合作医疗基金筹集和管理的现状和存在的问题进行研究,并提出应对策略。 Rural cooperative medical care is a mutual aid and medical aid system created by the peasants of our country and plays an important role in ensuring that peasants have access to basic health services and alleviating peasants becoming sick and returning to poverty due to illness. Since 2003, the new rural cooperative medical system has basically covered all rural areas in the country. With the all-round promotion of the NCMS system, the fund scale is getting bigger and larger, and the regulatory tasks are getting heavier and heavier. Many problems have been encountered in the actual operation of the fund. In order to further improve the new rural cooperative medical system, it is necessary to study the fund management problems encountered in practical work. This paper studies the status quo and existing problems of fundraising and management of New Rural Cooperative Medical Fund in Yangquan City, Shanxi Province and puts forward countermeasures.
