在2011年全国两会上,保障房和房产税成为各方关注的热点。随着房价的节节攀高,住房逐渐成为最大的民生问题。一方面,由于我国人多地少,商品房供应有限,造成房价飞涨,中低收入群体买不起商品房。另一方面,由于各方面的原因,保障房建设相对滞后,再加上缺乏有效的分配机制,造成了供不应求和结构短缺的现象。但从2008年底以来特别是“十二五”开始以后,我国保障房建设的内涵和外延正在和将会发生深刻的变化。从两会保障房看中国房地产未来的发展,将会面临一个不一样的房地产市场体系和社会民生结构。
In 2011 two sessions of the country, the protection of housing and property tax has become a hot spot for all parties concerned. With the steadily rising prices, housing has gradually become the biggest livelihood problem. On the one hand, due to the fact that there are many people in our country, the supply of commercial housing is limited, causing soaring real estate prices. The low-income groups can not afford commercial housing. On the other hand, due to various reasons, the relatively lagging behind in the construction of social security housing, coupled with the lack of an effective distribution mechanism, has caused a shortage of supply and a shortage of structures. However, since the end of 2008, especially since the beginning of the “Twelfth Five-year Plan”, the connotation and denotation of China’s protection of housing construction have undergone and will undergo profound changes. From the two sessions of the protection of housing to see the future development of China’s real estate, will face a different real estate market system and social livelihood structure.
