身担防洪“四保”重任的河北省,在取得抗击“非典”的重大胜利并建立长效机制巩固成果之际,迎来了2003年汛期。今年河北又处于我国南北两条多雨带的北方多雨带之中,且上半年降水较常年同期为多,今年又是新一届政府就任的第一年,保京津安全、保河北社会稳定经济发展,防汛工作至关重要。那么,今年我省的防汛工作是如何部署、如何要求的,详见4～5页。
