党的十八届三中全会确定的发展混合所有制经济,从顶层设计的角度,为民营资本参与国有企业改革、从而逐步实现国有资产规模降低指明了方向。但这种改革指向,在一定程度也反映了以往经济实践中存在的国有企业规模持续扩张甚至是过度膨胀的真实面相;这种改革指向,同时还面临着围绕治理与发展一系列新的理论冲突与现实问题所带来的严峻挑战,比如,国有经济的调整究竟意味着什么?对国有企业的扩张倾向有何影响?国有企业的规模边界又是由什么决定?等等这些问题都值得引起经济学人的深入思考。有基于此,本文从国有企业内部的集体行动逻辑入手,着力构建一个包含集体决策要素的数理模型,籍以分析国有企业存在规模扩张的动因,并尝试在此基础上进一步理清现代国有企业产出规模的决策机制,以得出一种不囿于纯粹经济意义上的逻辑研究范式。 From the perspective of top-level design, the Third Plenary Session of the 18th CPC Central Committee has decided to develop a mixed-ownership economy, pointing out the direction for the private capital to participate in the reform of state-owned enterprises so as to gradually reduce the size of state-owned assets.
