自20世纪90年代初起技术贸易壁垒成为限制进口的非关税壁垒的主要措施后,欧美等发达国家纷纷利用技术性贸易措施,限制国外不合格产品进入本国市场,实现对本国市场和产业的有效保护。本文首先解析了技术贸易壁垒本质上的两重性,然后从理论角度来解释技术贸易壁垒的产业保护作用,再根据我国技术贸易壁垒的具体情况给出相关的政策建议。 Since the beginning of the 1990s, when the technical trade barrier became the main measure to restrict the import of non-tariff barriers, the developed countries in Europe and the United States have used technical trade measures one after another to restrict the entry of unqualified products into their markets and effectively protect their domestic markets and industries . This paper first analyzes the inherent duality of TBT, and then explains the industrial protection of TBT from a theoretical point of view, and then gives relevant policy recommendations based on the specific conditions of TBT in China.
