为有效地进行统治，不少中国帝王养成了阅读与利用方志的习惯。这种习惯有效地推动了中国方志史上两大传统的形成：其一，为帝王写志，庞大的方志写作群由此应运而生；其二，写帝王志现象的出现，并由此形成了写帝王方志的专门系列。中国帝王成了推动中国方志文体发展的最强大力量。
