实现“两个确保”是河南省第十一次党代会提出的中长期奋斗目标.提升河南的人力资本优势是实现“两个确保”的重要基础和支撑.针对河南人力资本状况、提升人力资本优势面临的主要问题,河南应进一步在完善高层次人才联合培养机制、创新高层次人才引进培养模式、更加重视以“待遇”引人留人等方面作出努力.
