According to a recent report by the U.S. Congressional Technical Evaluation Authority (OTA), some U.S. companies have fallen behind foreign competitors in promoting competition for HTS research into the market. OTA warned that the policy of the U.S. government over the past four decades - relying on military research to develop and fund basic research in support of the U.S. technological foundations - no longer appears to be satisfactory.
