在集约化“法人管项目”模式下,项目经理只是代表企业去管理项目,是执行人而不是决策者,项目经理要严格体现企业管理项目的旨意,严格执行企业管理项目的规范制度。以中国建筑工程总公司为代表的一些大型建筑企业,在经历了几十年的国际工程承包和国内工程管理的实践后,已经深切体会到国际通行的集约化工程项目管理方式是企业参与国际市场竞争、保持企业持续发展的必然之路。基于我国的国情,我们需要学习借鉴国际先进的管理经验又不能照搬国外的管理方式,为此,中国建筑工程总公司(以下简称中国建筑),在总结和提炼多年国际、国内工程项目管理实践经验的基础上,提出了“法人管项目”的管理理念并付诸实施。
