浙江省岛屿数量居全国之首,共有面积在500平方米以上的海岛3061个,约占全国岛屿数量的40％。海岛数量众多和分布区域广泛的特殊性,使浙江省拥有6500公里的海岸线和3.09万平方公里的内海海域及1.15万平方公里的领海,并且港、渔、景、油、涂、海洋能等海洋资源富有。随着经济的发展和科学技术的进步,海岛作为连接海洋和内陆的纽带,必将成为人类开发海洋的桥头堡和窗口,对建设海洋经济大省、拓展生存空间和维护国家海洋权益具有十分重要的战略地位。
