松江区是上海市“三医(医疗、医药、医保)联动”改革的试点区,也是全国首个卫生综合改革的试点区。松江卫生综合改革试点实践推出了一系列与药品管理有关的试点政策,包括药品统一采购平台、药品统购分发和药品零差率等。这些政策一方面降低了医疗机构的药价,并对保证药品质量起到了一定的作用,但另一方面,打破了原有药品终端市场的供应平衡,并使药品供应链中各环节发生了变化。本文分析了相关政策实施情况和对药品管理的影响程度,总结了存在问题和隐患,并在此基础上提出了进一步完善松江区药品监督管理的对策,如建立一系列与新政策配套的药品管理制度、完善药品监管体系、加强对药品零售企业布局管理和证后监管。也希望通过本次研究能为类似地区的药品管理提供一些有参考价值的资料。
Songjiang District is the pilot area for the reform of “Three Medical (Medical, Pharmaceutical and Medicare) Associations” in Shanghai and also the first pilot area for comprehensive health reform in China. Pilot practice of comprehensive health reform in Songjiang has introduced a series of pilot policies related to drug administration, including a unified drug purchasing platform, drug purchase and distribution, and drug zero rate. On the one hand, these policies have reduced the drug prices of medical institutions and played a certain role in ensuring the quality of medicines. On the other hand, they have broken the supply balance of the original drug end-markets and have changed the various links in the drug supply chain . This article analyzes the implementation of relevant policies and the degree of impact on drug management, sums up the existing problems and risks, and on this basis, puts forward the countermeasures to further improve drug supervision and management in Songjiang District, such as establishing a series of drug management System, improve drug regulatory system, strengthen the distribution of pharmaceutical retail business management and supervision. It is also hoped that this study can provide some reference materials for drug administration in similar areas.
