住宅小区是市民生活的基本场所,也是城市管理和社会治理的基本单元。据统计,本市有住宅小区1.2万余个,面积近6.2亿平方米,其中,实施物业管理的约1.06万个、5.97亿平方米,覆盖率达96.6%。可以说,住宅物业管理涉及千家万户的安居乐业,与老百姓的日常生活息息相关,在城市运行和市民生活中承担着重要的服务保障功能,是重大的民生工作、民心工程。本市的物业管理行业是在改革开放之后随着房地产市场的形成和发展应运而生的。1997年5月在国家尚未制定物业管理相关法规的情况下,市人大常委会表决通过了《上海市居住物业 Residential area is the basic place for citizens to live, but also the basic unit of urban management and social governance.
