从20世纪90年代后期开始,水利工程建设项目管理全面实行以“项目法人责任制”为主要内容的“六制”管理模式,项目管理工作得到规范,并取得显著建设成效。但随着水利建设任务的日益繁重以及市场经济发展日趋完善,对水利工程项目管理提出了新挑战,现行的水利工程项目管理模式逐步暴露出不少缺陷和不足。国外通行的工程代建制模式,无论从其定义、适用范围、预期目标等方面讲,都值得借鉴。本文通过分析国外及国内目前对工程项目代建制偿试,结合当前我国水利工程建设管理实际,提出了适合现行国内水利工程建设的工程代建制模式。
From the late 1990s onward, the project management of water conservancy construction projects fully implemented the “six systems” management mode with “project legal person responsibility system ” as the main content, and the project management work was standardized with remarkable results achieved. However, with the increasingly heavy task of water conservancy construction and the increasingly perfect market economy, new challenges have been posed to the project management of water conservancy projects. The current project management mode of water conservancy gradually reveals many shortcomings and deficiencies. The construction agent system mode prevailing in foreign countries is worth learning from its definition, scope of application and expected goals. Based on the analysis of current and future domestic and foreign projects on behalf of construction projects, combined with the current actual situation of water conservancy construction management in our country, this paper puts forward a model of construction agency system suitable for the current construction of domestic water conservancy projects.
