胡耀邦同志1982年4月对做好邮电工作做了批示。他说改善邮电服务“要一个环节一个环节地、一个地方一个地方地考察研究问题”;要“克服那种不为群众办邮电和方便群众通讯的官僚主义作风”。在整顿企业中,我们根据批示精神,发出了1,606张征询函,对1,000多个用户进行上门访问,召开了10次有1,819个单位代表参加的座谈会,从服务思想、服务态度、服务时间、服务项目等方面进行检查,发现用户意见大的主要是投递质量差、报纸有短缺、利用邮电还不够方便。针对这些问题,我们一一研究解决。
