本文通过对现实情况的分析后认为，县级科委要改变现状就必须创办科技开发经营实体，并对创办科技开发经营实体的模式及措施进行了一些探讨。
After analyzing the actual situation, this paper argues that in order to change the status quo, the county science and technology commission must establish science and technology development and operation entities and discuss some of the modes and measures for establishing science and technology development and operation entities.
