Located in the Lancang River Basin in the southwestern part of our province, Yunxian is more than 560 kilometers away from Kunming City, with minorities accounting for 48.9% of the total population of the county. Yunxian County is a mountainous agricultural county inhabited by many ethnic groups. Yunxian is one of 41 poverty-stricken counties in the province . Yunxian comprehensive development strategic planning is a pilot project of SST conducted by Yunnan Provincial Science and Technology Commission. It started in August 1987 and was completed by a collaborative research project of System Engineering Research Center of Yunnan University and Yunxian People’s Government. March 11, 1989
