近年来,企业党建一直在困难中探索,目前从总体上看,有的国有企业党组织的地位、权威明显弱化已成为不可否认的事实,企业党的工作与十五大提出的加快推进国有企业改革发展的要求相比,明显滞后问题也较为普遍。企业党建工作长期被削弱忽视,党在企业中政治优势的逐步减弱,企业党组织在广大职工中的吸引力和感召力严重下降的根源,除经济运行和体制转换中的原因外,企业主管部门在配备班子时先行政、后党务,强厂长(经理)、弱书记的做法,也是非常重要的因素。
