(中央人民政府内務部以内地(54)字第二十二號通報發出) (江西省人民政府民政廳四月十五日以(54)廳民地字第六二七號函轉發) 北京市自一九五三年十二月五日中央人民政府政務院公佈了‘關於國家建設徵用土地辦法’後,為了正確地切實地貫徹該項辦法,進行了一系列工作,收到了很大的效果。茲將他們的作法和經驗綜述如下: 一、組織幹部學習徵用土地辦法,深入體會其精神和實質。經驗證明:只有使從事建設用地工作幹部對征用土地辦法有了正確認識,始能把建設用地工作搞好。在征用土地辦法公佈後,絰檢查發生違反政策損害羣衆利益的八次事件中,僅有一次是在用地單位參加學習後發生的。學習的辦法是首先組織房地產管理局及各區從事建設用地工作斡部五十餘人學習,然後分三批召集各用地單位參加用地工作幹部二百餘人學習。各單位對學習一般是很重視的,如有的單位通知來八人,竟來了十五人,有的單位未通知,亦來參加。學習時採用理論與實際相結合的方法,先由房地產管理
